The "informal" document presented by the Kurdish National Council in Syria to the Special Envoy to Syria, Staffan de Mistura, contained four main themes: "Transitional Government - Constitution - Elections - Counterterrorism, Security and Confidence Building".

"In order to be able to provide expert expertise to the Kurdish National Council in Syria in these multiple axes, it is important that the Kurdish National Council sends at least one representative to follow up," the document said. There is no alternative to this scheme: Without this representation, it is not possible to guarantee the inclusion of the interests of the Kurdish people - which constitutes 15% of the total population in Syria - within the negotiations " it said.

The paper pointed out that "the paper of de Mistura, published under the name of" informal paper "showed that the Kurdish issue so far is not a major issue in the negotiations on Syria, but the Kurdish issue should be a key matter to ensure a peaceful solution to Syria and also to protect the territorial integrity of the country, Which is committed by the Kurdish National Council, noting that "the Kurdish National Council in Syria as a representative of the Kurdish people in Syria represents about 15% of the population of Syria, according to this percentage its representatives must be involved in the transitional government."

The Council also stressed in the document that the representative of the Kurdish people in the transitional government should have (veto) to protect the interests of the Kurdish people.

It is noteworthy that the document presented by de Mistura in Geneva 4 and published via Anadolu Agency contained three issues related to the political transition process: governance, constitution and elections.
